Federal Government Fully Funded Through 2026: What This Means for SNAP Recipients

On Wednesday, November 12th, the House passed — and President Trump signed — a continuing resolution that fully funds the federal government through January 30, 2026. Several key agencies, including the U.S. Department of Agriculture (USDA) and Veterans Affairs, are funded even further through September 30, 2026.

This update brings important clarity for families who rely on the Supplemental Nutrition Assistance Program (SNAP), as well as for federal workers affected by the shutdown.

What This Means for SNAP
The continuing resolution ensures that:

  • SNAP is fully funded through September 2026.
  • Military paychecks and other key federal programs are protected.
  • Federal workers terminated during the shutdown will receive back pay and reinstatement.
  • For the thousands of New Yorkers relying on SNAP to keep food on the table, this provides critical stability after weeks of uncertainty.

SNAP Benefits for New Yorkers
New Yorkers receiving SNAP should note the following:

  • November benefits began rolling out on Sunday, November 9th and will continue through Friday, November 14th.
  • Newly enrolled households can now begin receiving their benefits.
  • Despite prior legal confusion during the shutdown, SNAP benefits are fully valid and usable, and stores face no penalties for accepting them.

Changes to Eligibility Still Moving Forward

While the shutdown impacts are resolved, the recent deal does not reverse the changes to SNAP eligibility and work requirements included in HR1 (the “One Big Beautiful Bill Act”). These changes are still being implemented.
